A proven business strategist and performance leader, Floun’say Caver, master of public administration ’00, successfully blends academic, financial and operational expertise.

As the Hayden District director for the Greater Cleveland Regional Transit Authority (RTA), he is responsible for 600 employees and 215 buses providing transit service to Cleveland’s east side. An 11-year RTA employee, he formerly was director of service quality, leading a staff of 70 rail and bus supervisors in providing safe, on-time and customer-focused transportation services. He also served as assistant director of the Office of Budget Management.

Dr. Caver serves on the Board of the Collaborative to End Human Trafficking, is a governor’s appointee to the Financial Supervision Commission for East Cleveland, and a member of the Hiram College Board of Visitors. He also is an adjunct faculty member of the Voinovich School at Ohio University in Athens, Ohio. He was recognized as a 40 Under 40 leader by both Crain’s Cleveland Business and Mass Transit magazine

He holds a Ph.D. in public affairs from The University of Texas at Dallas. The married father of two lives in Euclid.
